I prefer to follow the CTAN directories exactly,
except that /tex-archive/macros becomes /usr/local/lib/texmf/tex .
In that case psnfss goes in
.../tex/latex/packages/psnfss
It seems to me that whatever is decided,
the CTANs and the standard should keep in step.
